We will alsocover what you can do to prepare for your next board.Lastly, you will have an opportunity to vote mock files as if you were serving as a board member.A DA Selection board is a process that requires senior leaders to consider andrecommend NCOs for selection. The board receives its guidance from theMemorandum of Instruction (MOI). Example board missions include: promotion, separation, school or command selection. Board membership composition isprescribed by Army Regulation and Army G-1 Policy. Board members mustappropriately represent Rank, MOS, ethnicity, gender and/or CSL selection.Additionally, board members are required to have successful careers and noderogatory performance. Voting members will review all files in the populationthat they are assigned to vote. There is no talking in the board room, board members cannot discuss files norhow they rate NCOs. Each member must decide for themselves how to score eachNCO s file. The important thing to take away from this slide is that everyone in theconsidered population is adequately represented and board members arestrictly prohibited from communicating.Due to these strict guidelines, board members convey 100% faithand confidence in the board process. We will now take a closer look at the MOI.An enlisted board s operating instructions come in the form of an MOIfrom the Director of Military Personnel Management (DMPM) within the Army G1. Itis the principal document governing the operation of a board. Its framework is asynthesis of DOD Policy, current senior Army leadership guidance, and the eligible population. Theinstructions may vary as the Army s structure, strategy, procedures, anddemands continuously evolve. Normally, board members receive this document aday prior to the scheduled board convene date. The MOI delineates the board smission. It addresses goals, select objectives, specific skill requirements, and equalopportunity consideration. It does not mandate specific results nor requirements. The board will produce a Field AAR that will be released with the resultson the HRC website. We will further address the AAR process in a later slide.Department of the Army Pamphlet 600-25,The NCO Professional Development Guide, is also an important document pertainingto Enlisted Boards.
